Show breakdown of average star rating on mouseover

The average amount of stars for a series is the less accurate the less people review it--a good series with few ratings can be unfairly hurt by one low rating, and a bad series can seem disproportionately good by a single high rating. When mousing over the average rating, I suggest that a bar graph is displayed showing how many people voted for each number of stars.

I actually feel the same thing should be implemented (is there a possibility to just make the rating button appear after ch 2 or 3 is uploaded, though? I feel like rating an entire story based on the 1st ch is baloney unless it's for oneshots)
