Both are mangakas, for Fabiniku's(this manga) case Tsurusaki is the writer while Ikezawa does the art.
It is listed on the manga's main MD page and other manga db links.

Tho I can imagine, rather than a draft in text she'd probly go straight to a rough story board and assist on finalizations.
