I feel like this chef license is just another indicator that Saitou's tried all sorts of things just to make in the previous world, but his efforts just didn't match up to the results.

Just cause you have a chef's license doesn't guarantee you a job, much less open your own place and such. His knowledge of cooking eel just gives him an advantage in this world, but he may have been considered average by Earth's standards. Perfectly realistic imo
