He knows who she is and likes her, but wants to see his brother's attitude change (and see him happy [hopes]), so he'll use her to achieve that goal—presuming, he doesn't develop feelings for her in the meantime. Chances are he will, but still favors his brother's happiness. (As far as tropes go, at least.)

Not sure of any potential outcomes, but this looks to be interesting. :3
