Why tf is it rated so high, it';s one of the worst shits I've ever seen and it's mostly because of the characters, what is so good about stupid, naive and wimpy MC and manipulative, psychopate and blackmailing u girl? It's just so stupid. MC acts so fucking illogically, he has power so if he want peace then just fucking ignore that bitch or ignore that bitch and stop turning into that bear.

That's the point, though. MC's very clearly going through signs of depression and anxiety, which causes passivity. Being out of it and his naivety are meant to character how he feels disconnected with the world at large

She's manipulative and vindictive, but also controlling and preying upon MC's insecurities. He's not going to suddenly snap and turn because he's mentally weak, and even if he does she says she's ready to die so it's no loss for her. She has nothing to lose and everything to gain, so why not take advantage of the situation? (Symbolized by the fact she literally controls his body while he is forced to watch helplessly.)

These are intentional characterizations and do not detract from the manga as a whole nor are they problems. You have to establish arcs so your characters can learn and grow.

Also, if we include what comes later
It makes sense as MC is afraid of losing his humanity, and so desperately tries not to succumb to being a monster
Claire thought all monsters become ravneous and vindictive, and so inherently distrusts MC and wants to make him suffer out of a petty sense of revenge.

This changes as they get to understand one another's perspectives.

MC isn't weak willed or passive. He voluntarily walked into a burning building and jumped out a window several stories high. He also witnessed murder which was seemingly done by his hands, but he recovers quickly from the mental trauma and is able function normally. Aside from moderate depression, he seems pretty emotionally stable for a person in such a precarious situation. MC is just stupid for the sake of plot.

Bad analysis. Like Claire said he is strong but he is only strong minded in his ideals, that being of safety and maintaining the status quo. He will only take action when the option in the given scenario allow him to act in accordance to those ideals like you stated saving someone from benign danger or running away from legitimate threat. He is weak willed in letting go off that safety net that the status quo provides thats why he is adamant about not fighting/ killing anybody but never does anything against those things he doesn't support.
Just because Suichi isn't having an anxiety attack in his bed all day after being forced to kill somebody doesn't mean he isn't weak as well. His constitution is slowly being twiddled down as his ideal prove time and time again to not just be useless but disadvantageous for surviving this coin collection battle. He is weak in his ability to adapt so yeah hes kinda stupid for the sake of plot but isn't all characterization inherently built on the idea of character development for the sake of driving the plot in a meaningful manner?

Bro, you said he's strong minded in his ideals of maintaining safety and the status quo. If that's true then he obviously would do his best to maintain those ideals, but he doesn't do that at all. Claire threatens him with "blackmail" saying she would show everyone the picture she took, but anyone with half a brain (he's supposed to be really smart btw) could realize no one would actually believe a person can turn into a giant teddy bear. Instead of avoiding a person like her when that would be an easy way to maintain his safety and such, he just goes along with whatever she says even when she directly opposes his ideals. MC is just an idiot bro, and he's an idiot so that the plot can move forward not because it makes sense for his character.
