I think it's more like some of her old psyche is breaking out. I could be mistaken but i think that kid was one of the children at the city, so she's suddenly feeling real guilt about what she's doing which is abnormal for a dragon to say the least. We know it's somehow possible for a dragon to rebel thanks to Crimson. Artemisia might be breaking down enough for her to start doing something similar if she doesn't get a training montage.
